  17.    U.S. buildup in Gulf largest since Vietnam
  18.    World War III continued with last Saturday╤s attack of
  19. U.S. Navy F-14 jets on Iranian F-4 fighter-bombers, which the
  20. United States built. The U.S. fired at least two Sparrow
  21. missiles, but there were no hits or further hostilities
  22. reported.
  23.    Contrary to what most major papers implied, the Iranian
  24. planes were not preparing to attack a U.S. surveillance
  25. plane. The Iranians did not have their targeting radars on.

  27. the U.S. activated its Θshoot firstΣ policy because Θthe
  28. speed of the Iranian planes, their low altitude, their
  29. direction of flight and their refusal to acknowledge warnings
  30. from ships and aircraft all indicated possible hostile

  32.    The P-3 Orion surveillance (spy) planes that the fighters
  33. rushed to protect do not usually perform duty in the Gulf.
  34. They may have attracted Iranian attention.
  35.    The U.S. military has made many unusual arrangements for
  36. various kinds of aggressions in the Gulf. In fact, the U.S.
  37. military buildup in the Persian Gulf and now the Gulf of Oman
  38. is the largest U.S. military buildup since the Vietnam War.
  39. ΘBy early September, the military expects to have about 31
  40. ships and smaller vessels and more than 25,000 military
  41. personnel on duty in and near the gulf.Σ (Ann Arbor News,

  44. than forces assembled during the Iranian hostage crisis and
